This thread is huge and is old and I do not know if anyone else has posted this idea.
In my eye sov is what an alliance can defend and protect it's "users" from not how much ISK they can throw into Towers, moons or planets POS it doesn't matter.
I would much rather see SOV be based around Outposts.
Using the influence map idea, where an Outpost delivers x amount of "SOV" lets call it for lack of a better word, Alliance Rating.
Allow multiple Outposts to be deployed in a system, each Outpost radiates a value of 1 to that alliance's SOV. So a System with 7 planets, each planet has an outpost, That system's sov is 7, Each jump away from that system, the alliances sov decreases by 1. So the alliance with 7 Outposts in a single system has a "claim" radius of 8 jumps. Tie it to Light Years in range, make it 7 lightyears if need be.
POS's should be considered 2 things, Industrial which are at moons, and Defense POSs which can be deployed around outposts and around star gates. They are considerable toned down. Make only Larges deployable at Moons, Mediums at outposts, and smalls at jumps gates.
Tie "defense" poses (Medium and smalls) to Sov level.
Sov 1, (1 outpost in system) can deploy 1 Medium tower at outpost. Sov 2, Can deploy 2 Mediums at outposts. Sov 3, Can deploy 2 mediums at outposts, and 1 (ONLY one) small at a single gate. Sov 4, Increases the number of gates you can deploy a small POS at. Sov 5, Adds an other gate you can deploy at.
So Sov 10 (10 planets) you would have 10 outposts. Each outpost could have 2 Medium POSs as defense You would also have 8 Jump gates in the system each with 1 small POS on it. They can also deploy small poses on jump gates up to 6 gates away. The next system they could deploy, up to 7 small poses on 7 jump gates. It keeps going down until it gets to sov 2 in which you can't deploy a small POS at a gate. However in a SOV 2 system if you deploy an outpost it does become SOV 3 which allows you to deploy a small POS at a single gate etc.
POSs at outposts and gates work exactly like gate guns in empire. If you have neutral players come into the system the POSs around the Outposts and gates do not open fire.
I can already see what people are going to say. "I'm going to drop 3 outposts on a 0.0 link to empire, make everyone hostile and let the POS do all the work." Well, yes in reality is this not what sov is all about? Protecting your space from your enemy. However you're also talking about 1 small tower.
How much of a death star can you make with 1 small tower.
Amarr is 12 small pulse, 2 webbers, 2 warp scramblers, 1 hanger. Or how about 25 Cruise missile batteries, 2 webbers, 2 warp scramblers, 1 hanger.
This is with the current setup, what is nice about this is you could easily balance this out by lowering CPU/PG on small towers. They are pretty useless at the moment if they could be setup as a sanctuary device anywhere in the system, gates, belts etc it wouldn't take long to balance them out.
What happens when two alliances are next to each other. Right next to each other they can't take the other system's sov but they can over take it.
E.g. - Alliance 1 has 1 outpost in a system. Alliance 2 deployed 4 outposts in a system right next door to Alliance 1
Alliance 2's sov level extends beyond Alliance one at a reduced rate. One system past Alliance 1, Alliance 2's sov would only be 1, not 2.
How does an alliance take over a system? Take out the outposts. Make them cheaper for a start, but make then destroyable.
You would have to buff up the Medium Towers for this, make them harder to kill because lets face it, 2 medium towers although in the same location is not exactly difficult to kill. The Outpost destruction would be simple HP, we already have services, kill the services, kill the shield, kill the armor, kill the hull.
Lets face, people abandon outposts knowing they can come back to them. Remove that, the game gets interesting
